Access Control The Access Control Directorate manages safety and security for all Games functions, activities, events, and venues before, and during, the Games. This involves overseeing crowd and traffic management, venue access, securing of luggage and equipment, overnight security for equipment and venues, providing a presence at all events to ensure the smooth operation and safety of participants, volunteers, and the public, and supporting the Accommodation Directorate to help ensure the safety of participant accommodation sites during the Games. Access Control volunteers also manage road closure permits/processes for all Games events and venues, as needed. Volunteer Management – see “Each Directorate” section. Mobile Patrol The Mobile Patrol Chair area is responsible for assembling mobile patrol teams to secure the outside of Games accommodation sites on a 24-hour basis and sport venues outside of competition hours, as necessary. For most of the day, these will be roving patrols making periodic visits to each of the sport venues, accommodation sites, and other venues as necessary. After competition/event hours, the volunteers in this area increase patrols to sport venues and accommodation sites to ensure participants, equipment, and/or properties are safe and secure. Some of the late night or overnight security may be accomplished through local professional security companies that are recruited as Friends of the Games. Mobile Patrol volunteers are dispatched in the evenings (before local police are called) should issues arise at accommodation sites or other venues. Security Operations The Security Operations Chair will coordinate all communications equipment required by the Access Control Directorate volunteers (equipment secured by the Technology Directorate) and will set-up, manage, staff, and operate a Security Operations Centre during the Games, which will include a dispatch area. This Chair area liaises with the Technology Directorate regarding the acquisition of walkie-talkies, telephones, and any other telecommunications equipment required by the Access Control Directorate. Pre-Games the Security Operations Chair also manages the Criminal Records Check process for all Games volunteers (with administrative support from the Operations Manager and database management support from the Participant & Volunteer Services Directorate). Special Events The Special Events Chair area is responsible for managing volunteers needed to assist with crowd control, access monitoring, and ingress, egress, and marshalling for all non-sport venues/events. This includes the higher profile functions such as the Opening Ceremony, the Closing Celebration and the pre-Games Torchlighting Ceremony, as well as private functions like Provincial Government Reception, Civic Luncheon, Participant Special Events, and includes operations areas that involve multiple Directorates such as the Participant Accreditation Centre, Arrivals Area, Bus Departure Area, food venue, etc. Sport Venues The Sport Venues Chair area is responsible for access control and security at all sport venues. Access Control volunteers are in place at each sport venue during practice, warm-up, and competition times to manage crowd control, access control to designated areas such as equipment storage and change rooms, ingress and egress, safety, etc., as well as providing a general presence. If required, overnight security is arranged at the sport venues to ensure the safety of equipment (in coordination with the Mobile Patrol Chair).
