AUTHORITIES POLICIES – Additional notes  Bank Account. Cheques or online banking approvals must not be signed/approved by the payee.  The financial institution is to be informed immediately of any changes in signing authorities.  In extraordinary circumstances a Society staff member may be permitted to sign/approve payments above the amount indicated in the Signing Authorities Matrix as outlined below: • When payment requires a quick turnaround that does not permit forwarding the cheque to a Board Member for signature; or • When all Board Members with signing authority are not available to sign/approve the payment; and • When the payment is not for the Society staff member signing/approving the payment. • In such cases, the following process will be used:  The President and CEO will provide payment documentation

electronically to one of the Board Members with signing authority for review along with details as to why approval is being sought for the Society staff to sign/approve above the amount indicated in the Signing Authorities Matrix.  The Board Member will provide confirmation that they approve the request by responding to the email, which will be attached to the document for the payment.  If communication via email is not an option, the President and CEO will discuss the details of the payment and the request and details (date, time, those part of the discussion) will be added to the documentation for the payment.

5. CHART OF ACCOUNTS Accounting transactions must be coded to the most appropriate accounts within the approved Chart of Accounts. 6. BUDGET AND FUNDING The annual budget includes the operating revenues and costs of the Society, grants to the host societies, and payments for external transportation. 6.1 BUDGET CONSTRUCTION 6.1.1 Base Budget and Enhancements The annual budget process for the Society should be developed using the following procedures:

 Establish the base budget by reference to the prior year’s final budget.  Allow a percentage to reflect any inflationary increases based upon the BC Consumer Price Index
